How can he revert the deal?  Is this really possible for reverting "wu lung" trade?

I really dialed to HKEx to enq how this was possible to revert a "wu loan" trade.  They HKEx guy answered this has to be requested via your dealer then HKEx will assess the reasonability of the request and negotiate with the courter-side for the deal.  But there is no guarantee that the counter-side must agree to revert.
