For wave counting, you can refer to MT Sir's 每周走勢評論. If base on MT Sir's wave counting, currently it is under down big C wave, starting wave 3 going down. So the target may not be 19xxx.
On the other hand, if you think the market is now in wave 4, I agree that this wave 4 should have good support at around 19xxx.
So overall I only assume that around 18800-19400, there may have some rebound force, and
the power of this rebound force will tell us more about the trend of coming year ::: whether to move lower or have new high.
